Add the sliced beef to the Instant Pot.
In a bowl, whisk together the beef broth, soy sauce, brown sugar, sesame oil, rice vinegar, garlic, ginger, and black pepper.
Pour the sauce over the beef and stir gently to coat.
Secure the lid and set the pressure valve to Sealing.
Cook on High Pressure for 8 minutes.
When the cooking cycle ends, carefully perform a quick pressure release according to your pressure cooker's instructions.
Open the lid once the pressure has fully released.
In a small bowl, whisk together the cornstarch and cold water until completely smooth.
Turn the Instant Pot to Sauté.
Stir the cornstarch slurry into the beef and sauce.
Add the fresh broccoli florets and stir gently.
Cook on Sauté for 3 to 5 minutes, stirring occasionally, until the sauce thickens and the broccoli reaches your preferred tenderness.
Turn off the Instant Pot.
Taste the sauce and adjust seasoning if needed.
Serve the beef and broccoli over hot cooked rice.
Garnish with sliced green onions and sesame seeds, if desired.
Recipe Notes:
Add the broccoli after pressure cooking so it stays bright and tender rather than becoming overly soft. For easier slicing, place the steak in the freezer for about 20 minutes before cutting it thinly against the grain.
